In 2011, Kgosi announced that “Vision 2020”, which had guided the RBN’s guiding national strategy until then, would be replaced.

This gave rise to the RBN's Plan 35, a comprehensive strategic framework that outlines the RBN’s developmental goals and priorities up to the year 2035. Plan 35 includes clear baselines, measurable targets and proposed interventions across a range of sectors.

At the heart of Plan 35 is a spatial masterplan which is a physical blueprint that guides long-term, integrated land use and development. Built around the understanding that mineral resources are finite, the framework provides a long-term perspective and plan of action to lead the RBN towards a prosperous and sustainable future. The framework draws from other developmental initiatives including the United Nations Sustainable Development Goals, the National Development Plan and the Rustenburg Local Municipality Integrated Development Plans.

Plan 35 is the RBN’s long-term development strategy aimed at empowering individuals and the broader community to become self-reliant and resilient. Originally structured around three core pillars: individual development, community development and sustainability and growth, the programme was refined in July 2025 to align more closely with RBN’s evolving priorities.

The strategy now rests on five key pillars:

• Education and skills development – equipping people with the knowledge and capabilities to thrive
• Stewardship of resources – ensuring the sustainable and responsible management of land, infrastructure and services
• Economic development, growth and diversification – driving inclusive economic opportunities across sectors
• Healthy individuals – promoting physical, mental and social well-being for all
• Good governance and leadership – fostering ethical leadership, accountability and effective governance across all RBN entities.

Together, these pillars reflect RBN’s holistic vision for a sustainable, prosperous future.
